A vibrating saw safely cuts plastic tubes and leaves no cutting fragments.
The plastic tube containing the core is cut open its full length on opposite sides
The core is cut in half by inserting stainless steel blades end to end along the axis, and prying it open.  Dragging a single blade lengthwise would smear layers into each other.
